The Forestry Investment Portfolio Approach (FIPA) is one of the Forestry Investment Roadmap (FIRM) activities to encourage private sectors to infuse their capital in forestry investments that will increase the forestry sector’s economic contribution to the Gross Domestic Product (GDP).
FIPA is conceptualized in response to the clamor of the investors that DENR should develop an investment package wherein the assessment of the area, investment plan preparation and securing of requirements needed for the issuance of tenure instrument shall be undertaken by the DENR.
In support to the implementation of FIPA activities, the Forest Management Bureau (FMB) through the Forest Investment Development Division (FIDD) spearheaded a 5-day Learning Event on the Development of Forestry Investment Proposal held on 25 February to 1 March 2019. It was participated in by representatives from DENR Regions CAR, 3, CALABARZON, MIMAROPA, 6, 10, 12 and CARAGA, regions who have existing targets for investment packages in 2019.
During the Learning Event, the participants were able to differentiate project development, market and feasibility study, importance of cost-benefit analysis in decision making and investment plan preparation. The lectures, exercises and learnings during the event were very useful to the participants in the development of their investment proposals.
The regional participants worked on the following investment categories as potential areas: tree plantation for fuelwood and roundwood, bamboo, rattan, grazing or cattle production, and ecotourism outside NIPAS areas.
