The FMB is headed by a Director and assisted by an Assistant Director. It operates with five (5) technical divisions namely: Reforestation Division, Natural Forest Management Division, Community-based Forest Management Division, Forest Land Uses Division and Forest Economics Division.

Likewise, three (3) support services, the Planning and Project Management Services, the Administrative Services and Legal Division have been maintained by the Bureau.

OFFICIAL FUNCTIONS

Office of the Director

The Office of the Director formulates and recommends policies and/or programs for the effective protection, development, occupancy, management and conservation of forest lands and watersheds; advises the Field Operations on the implementation of above policies and/or programs; develops plans, programs, operating standards and administrative measures to promote effectiveness in forest management and assist in the monitoring and evaluation of forestry and watershed development; provides advice to the Secretary, through the Undersecretary for Field Operations, on matters involving forest development conservation; and perform such other functions as may be assigned.

Office of the Assistant Director

The Office of the Assistant Director assists the Director in the overall operations of the Bureau; assists the Director in the formulation and recommendation of policies, plans and programs; and perform such functions as may be assigned by the Director.

Legal Division

The Legal Division, in coordination with the Legal Affairs and Management Services Office, DENR provides application and/or promulgation of forest resources development laws, rules and regulations; gathers, collects and collates evidence for use in the enforcement or prosecution of violation of forestry laws, rules and regulations; conduct legal research on recent decisions, related subjects; appear in courts and administrative bodies in behalf of the Department and/or Bureau in cases related to the functions of their office; assist the regional legal division in resolving complex legal problems involving forestry matters ; recommends in coordination with other organization units of the Department/Bureau in the formulation of, and amendments to policies, laws, rules and regulations; and performs such other related functions that may be assigned by higher authorities.

Forest Land Uses Division

The Forest Land Uses Division formulates and recommends policy guidelines for the proper conservation, management, and protection of forest lands and rangelands, issuance of permits and leases/management agreement; preparation of development plans for grazing, industrial tree plantation and other special land uses, and the establishment and maintenance of forage seed production areas; recommends guidelines for the evaluation of performance of range, industrial tree plantations, tree farms, agro-forest farms and other special uses of forest lands; and performs other related functions as may be assigned by higher authorities.

Natural Forest Management Division

The Natural Forest Management Division is responsible for formulating and recommending policies and guidelines for the management, development, utilization and protection of the natural forests; developing guidelines for the preparation, implementation and evaluation of forest management plans; formulating guidelines in the issuance of forest licenses, leases or permits except grazing, wildlife and forest occupancy leases or permits; preparing policies and guidelines for the establishment of forest products processing plants; providing guidelines for the conduct of Timber Stand Improvement (TSI) and other silvicultural practices. It recommend policies and guidelines in the inventory of forest resources and maintain timber and non-timber data banks; recommend guidelines and criteria for the performance evaluation of forest users; recommend standards for the classification, measurement, grading and assessment of forest products; develop guidelines for equitable access to the utilization of forest resources; and perform other related functions that may be assigned by higher authority.

Forest Economics Division

The Forest Economics Division undertakes studies on the economics of forestry, identifies investment opportunities in the various areas of forestry, maintains the forest resources databank, reviews forest policies and recommends amendments thereto, and performs such other related functions as may be assigned by higher authorities.

Community-based Forest Management Division

The Community-based Forest Management Division is responsible for the review of all Community-Based Forest Management (CBFM) and People-Oriented Forestry (POF) programs and projects to identify issues and lessons learned; draft policies, guidelines and procedures on CBFM and POF; prepares and monitors implementation of National CBFM and POF Program and Action; serves as the repository of data/information non CBFM and POF; assists in packaging and monitoring projects supporting CBFM and POF; and serves as Secretariat to the Inter-Agency CBFM Steering Committee.

Reforestation Division

The Reforestation Division formulates and recommends policies, guidelines, plans and programs related to reforestation/plantation establishment, protection and maintenance, watershed management, forest seed and tree improvement, and urban forestry; develops national reforestation and watershed management plans and programs, and assists in the monitoring of plans and programs implementation; maintains reforestation and watershed resources and data bank; provide laboratory services in soil analysis (physical and chemical) and seed testing; monitor and evaluate the implementation of reforestation, watershed management, urban forestry, and other related projects; and provides technical assistance to office callers/clientele.

Planning and Project Management Services Division (PPMSD)

The Planning and Project Management Services Division is under the Office of the Director. This is responsible for the following functions:1) developing guidelines for the preparation of short/medium/long-term development plans and projects following the principle of multiple-use and sustained yield forest management; 2) developing /recommending standards for the evaluation of forestry development projects and performance of forest users; 3) provision of technical assistance to DENR-field operations in the preparation and evaluation of operation plans and projects in forest management; and 4) performing other functions as may be assigned by higher authority.

Administrative Division

The Administrative Division provides personnel management, budgeting, accounting, cashiering and general services requirement of the Bureau. It also supports the technical divisions and forestry related projects of FMB in achieving its goals towards the improvement and efficiency in service of the Bureau and provides assistance to the public clientele and other.
