330 : Preparation of Integrated Watershed Management Plans

Overview

This Circular covers the guidelines in the preparation of integrated watershed management plans of all watershed regardless of their classification, size, use, and administrative jurisdictions

Watershed Characterization [6]
  • Gathering of the necessary primary and secondary data/ information
  • Determination of the present state of the watershed
  • Identification of issues, problems, and opportunities in the various ecosystems within the watershed
Analysis of data and information gathered in the characterization phase [6] Some of the tools often used are as follows:

  • SWOT Analysis
  • Problem Tree Analysis
  • Geographic Information System (GIS)
  • Land Use Determination Matrix
  • Other Analysis Tools
Integrated Watershed Management Plan [6] Among the activities in the preparation of the Integrated Watershed Management Plan shall be the following: 

  • Creation of a multisectoral and multidisciplinary planning team
  • Preparation of Activity Plan
  • Gathering and analysis of all identified primary and secondary data, including supporting maps
  • Conduct of levelling-off workshops, meetings, and consultations
  • Carrying out follow- thru surveys and validation
  • Preparation of Integrated Watershed Management Plan (long, medium and short term)
Approval of the Plan [6]
  • Within the jurisdiction of one Region
    – DENR Regional Field Office
  • Within the jurisdiction of two or more Regions
    – DENR Central Office
Review and Affirmation [6]
  • Watershed Multisectoral Technical Evaluation Committee (WMTEC) at the Central Office
Legal instrument for the Adoption of the Plan [6]
  • Resolutions 
  • MOAs/MOUs 
  • Any formal endorsement by watershed stakeholders concerned
Implementation of the Plan [6] To be implemented by the DENR local office/agencies/ stakeholders concerned
Capacity Building [6] Trainings, cross visits, and study tours shall be undertaken for the effective implementation of this Circular
Funding Support [6] Sourced from national appropriations, stakeholders, and Overseas Development Assistance
Monitoring and Evaluation [6] Conducted by the Central Office/Third Party on a periodic basis.
Composition of Watershed Management Planning Team [6]
  • Within the jurisdiction of one Region
    – Representatives from the Regional Office(s), PENRO(s), and CENRO(s)
    – Local Government Unit(s)
    – concerned watershed stakeholders
  • Within the jurisdiction of two or more Regions
    – The region which covers the largest portion shall lead in the preparation of the plan
  • Existence of Protected Area Management Board (PAMB) or a Watershed Management Council (WMC)
    – PAMB or WMC shall be expanded to serve as the WMPT responsible in the preparation of the Integrated Watershed Management Plans
