The Forest Management Bureau (FMB) conducted its 2025 National Community-Based Forest Management–Comprehensive Agrarian Reform Program (CBFM-CARP) Year-End Implementation Review and Assessment of other CBFM-Related Activities cum Pre-Strategic Planning Research for Social Enterprise Development on November 16-22, 2025 in Ilocos Norte, Region I.

Participated by the Officers of the National CBFM-PO Federation, representatives from the Presidential Agrarian Reform Council (PARC) Secretariat and DENR-CARP National Coordinating Office, Chiefs of Conservation and Development Division (CDD) and CBFM Coordinators of DENR Regional Offices, the event encompasses two main activity/agenda: (1) the Pre-strategic Research Planning Consultation Workshop facilitated by the Bayan Family of Foundations (BFF) which aims to develop key strategies in the conduct of comprehensive study for the Bureau’s social enterprise development forest-dependent communities; and (2) the review and assessment of CBFM-CARP and CBFM-related activities for CY 2025.

            A learning visit to one of the CBFM – Peoples Organizations in Region I, the Caunayan Multi-Purpose Cooperative located in Pagudpud, Ilocos Norte, forms part of this annual activity. This Cooperative is currently managing 574 members and has achieved significant socio-economic progress, with 98% of its CBFM area already developed.

The event also serves as a venue to discuss relevant matters on the implementation of the CBFM program such as the enhancement of the CBFM Roadmap and Consolidated Regional CBFM Action Plan, and the proposed revision of the DENR Administrative Order (DAO) No. 2004-09 or the “Revised Rule and Regulations for the Implementation of Executive Order 263, Otherwise Known as the Community-Based Forest Management Strategy”.
