The Forest Management Bureau conducted a three-day Training on Policy Writing for the Forestry Sector at SotoGrande Hotel, Katipunan. The Training aimed at increasing the capability of the technical personnel of the Bureau in the policy development process.
Resource persons from the University of the Philippines – National Center for Public Administration and Governance (UP-NCPAG) facilitated the discussions and breakout sessions on the covered training topics, particularly on policy problem and issue analysis, identification of policy options/ alternatives, and policy impact analysis.
At the end of the Training, the participants were able to prepare comprehensive Preliminary Impact Statements (PIS) to address the identified policy problems and issues. In compliance with the National Policy on Regulatory Management System (NPRMS) of the Anti-Red Tape Authority (ARTA), the PIS is a mandatory requirement for any new regulation, ensuring that policymakers thoroughly consider the administrative, economic, and social implications of their policy proposals before implementation.
