Through the issuance of the Executive Order No. 174, series of 2014, the Philippine Greenhouse Gas Inventory Management and Reporting System (PGHGIMRS) was established to institutionalize the GHG inventory management and reporting system in relevant agencies. This system enables the country to move towards a climate-resilient pathway for sustainable development. It aligns with the implementation of the Republic Act No. 9729 of 2009, led by the Climate Change Commission (CCC), which addresses climate change. In 2023, the PGHGIRMS successfully completed its two-year inventory cycle, developing both the 2015 and 2020 National GHG Inventories. The CCC formalized the adoption of these inventories through the issuance of the Climate Resolution No. 2023-05.

To enhance the transparency framework, the United Nations Framework Convention on Climate Change (UNFCCC) and Paris Agreement recommend new measures by updating the existing measurement, reporting, and verification system established by the Kyoto Protocol. As a party to the Paris Agreement, the Philippines, is committed to complying with these changes. This includes submitting a GHG inventory as part of the Biennial Transparency Report using the 2006 IPCC Guidelines and following the common reporting tables. The deadline for submission is 31 December 2024.

In compliance with E.O. No. 174 and the Paris Agreement, the DENR- Forest Management Bureau is currently conducting a two-day training workshop on July 23-24, 2024 at Microtel by Wyndham Hotel, Quezon City. The workshop aims to develop the GHG Inventory for 2022 cycle for the Forestry and Other Land Use (FOLU) Sector. With the guidance of identified assisting professionals and the relevant stakeholders, the workshop will generate data and results that will be verified for accuracy to contribute to the national GHG Inventory.

The workshop participants include representatives from the technical divisions of the Forest Management Bureau, DENR Climate Change Service, Biodiversity Management Bureau and Ecosystems Research and Development Bureau, National Mapping and Resource Information Authority, and other National Government Agencies (NGAs) such as the Climate Change Commission, Department of Human Settlements and Urban Development, DA- Climate Resilient Agriculture Office, DA- Bureau of Soils and Water Management and Philippine Statistics Authority.
